New directions restrict arrivals from Greater Brisbane area; requirements for arrivals at Adelaide Airport
The Emergency Management (Cross Border Travel No 42) (COVID-19) Direction 2021 has been revoked at 4:00 pm ACDT on Monday 29 March 2021 to be replaced with Emergency Management (Cross Border Travel - General) (COVID-19) Direction 2021 and the Emergency Management (Cross Border Travel – Associated Direction No 1)(COVID -19) Direction 2021
These new directions restrict arrivals from the Greater Brisbane area following concerns about community transmission of COVID-19 prompted the Queensland government to impose a three-day lockdown.
The new directions include a revised structure intended to streamline the process of determining the restrictions for people entering from a declared restricted zone, and improving clarity of relevant restrictions. Currently, the Greater Brisbane Area comprising Brisbane, Ipswich, Moreton Bay, Logan and Redlands is designated a Declared Restricted Zone.
Exemptions for travel in relation to specialist workers in essential sectors such as the mining, oil, gas and energy sectors remain in place. The Directions include the same ‘specialist workers in essential sectors’, ‘remote or isolated workers’, and ‘commercial transport and freight services’ exemptions relevant to our sector as before, now split into two categories based on whether travellers are ordinarily resident in the restricted zone or not.
Key entry requirements for inbound essential travellers resident in the Queensland restricted zone (Category 2 essential travellers) are:
- COVID-19 test on days one, five and 13
- Self-quarantine whenever not performing essential work duties, or travelling to and from performing these duties
- Wear a face mask that covers mouth and nose at any time that they come into contact with the public for a period of 14 days after their arrival in South Australia
Exemptions also apply to inbound essential travellers returning to South Australia from work in Greater Brisbane and whose work fits the criteria of Category 1 ‘remote or isolated’ essential travellers. These exemptions are managed on a case by case basis.
As with earlier arrangements, transit through Greater Brisbane is allowed without triggering quarantine requirements, provided it is by the most direct and practicable route, does not involve unnecessary stops, the traveller does not leave the airport, and the traveller wears a mask at all times
Accordingly, companies in these key industries should reinstate their control measures for any essential travel from the Greater Brisbane area, and avoid worker movements wherever possible from Brisbane at this time.
SA Health has advised that there is an elevated risk of infection for any travellers who have been in Greater Brisbane since 20 March, and accordingly strongly encourages COVID-19 testing of any recently arrived essential workers from the Greater Brisbane area.
Changes to arrival requirements at Adelaide Airport
As of Saturday 27 March 2021, there are new requirements for travellers arriving in South Australia at Adelaide Airport. All travellers should download the mySA GOV app from Google Play or the App Store before travelling to South Australia and are required to use the COVID Safe Check-In immediately after their arrival to scan a QR code specific to the Adelaide Airport.
