Offshore petroleum exploration undertaken in accordance with the Petroleum (Submerged Lands) Act 1982 (SA) is administered by the Department for Energy and Mining. The state Act applies to activities undertaken within the three-nautical mile territorial sea. Baselines generally follow the mean low-water mark except in the area of bays and gulfs, which are consdiered to be internal waters.

Applications for permits within state waters can only be made in response to an invitiation for a permit over vacant acreage through the acreage release process.
