Consultation: 5-year review of the Statement of Environmental Objectives (SEO) for PL 13 Port Campbell to Adelaide natural gas transmission pipeline, South Australia

Licensee: South East Australia Gas Pty Ltd (SEA Gas)

Purpose:
South East Australia Gas Pty Ltd (SEA Gas) owns and operates a high pressure underground natural gas transmission pipeline system linking Adelaide to the Otway Basin natural gas reserves in Victoria (Pipeline System). The Port Campbell to Adelaide pipeline is 689 km in length. The South Australian section of the SEA Gas Pipeline System consists of approximately 434 km of the Port Campbell to Adelaide pipeline, lateral pipelines and associated facilities. The pipeline is operated under Pipeline Licence (PL) 13 under the Energy Resources Act 2000.

The SEO was first gazetted in 2002 to meet the requirements of the Petroleum and Geothermal Act 2000 (PGE Act), with subsequent revisions gazetted in 2009, 2016 and 2021. The PGE Act has since been superseded by the Energy Resources Act 2000 (ER Act) and the Energy Resources Regulations 2013 (the regulations). In accordance with section 102(1)(b) of the ER Act, an approved SEO must be reviewed every 5 years. The SEO (and associated Environmental Impact Report (EIR)) has now been revised where the overall scope of activities covered by the EIR remains unchanged and continues to apply to the Port Campbell to Adelaide natural gas transmission pipeline. The EIR now includes an assessment to meet the requirements stipulated in the Environmental Impact Assessment Criteria in accordance with section 97 of the ER Act.

In accordance with section 105A of the ER Act, the Minister for Energy and Mining must undertake public consultation on the SEO and associated EIR.

Location

The scope of activities covered by the SEO are described in the associated EIR and apply only to the PL 13 area within South Australia.

Should you make a written submission, that submission becomes a public record. All written submissions will be provided to the licensee for consideration and will be made publicly available on the Energy Resources Register (unless deemed irrelevant, offensive, or on any other grounds that the Minister thinks fit) in accordance with the requirements of the ER Act and regulations.

The delegate of the Minister for Energy and Mining is required to have regard to these submissions in determining whether to grant or refuse the application and, if granted, the terms and conditions on which it should be granted.
