Four major renewable energy proposals representing almost 13 gigawatts of potential generation capacity have been selected to progress in the Whyalla region, marking a major milestone under South Australia's world-leading renewable energy legislative framework.
Located on pastoral land within Barngarla country west of Whyalla, the proposed developments form part of the Whyalla West Release Area and represent a significant new chapter in the growth of the Upper Spencer Gulf.
The scale of the proposed developments has the potential to help power the next era of industrial growth across the region, supporting existing heavy industry, attracting new investment and reinforcing the region’s role as one of South Australia’s most important economic engines.
Together, the four proposals represent almost 13 gigawatts of proposed generation capacity across more than 3,300 square kilometres, making this one of the largest renewable energy development opportunities ever released in South Australia.
The successful tenderers are:
- Windlab
- Altra Energy SA
- Heron Energy
- Neoen
The outcome marks a significant milestone under Australia’s first dedicated legislative framework for large-scale renewable energy development, passed in 2023.
Successful proponents will now have the exclusive right to apply for Renewable Feasibility Licences and undertake the detailed technical, commercial and environmental studies needed to determine whether their projects can proceed.
The proposals remain subject to further assessment, consultation and approvals.

Quotes attributable to Nathan Blundell, Chief Development Officer, Windlab
The quality of the renewable energy resources and the industrial strengths of the Upper Spencer Gulf make the Whyalla West project area an especially compelling opportunity.
Our work with the Barngarla Determination Aboriginal Corporation and host pastoralists has created a strong foundation for the studies ahead, and their knowledge and perspectives will remain central as we shape a project that respects Country and coexists with existing land uses.
We will continue working closely with the South Australian Government, ElectraNet and communities across the region to plan for the infrastructure the project will need and deliver the best possible outcomes for South Australian industry, households and the Upper Spencer Gulf.
Quotes attributable to Andrew Newman, Director, Altra Energy SA
The Upper Spencer Gulf has always been a place with a strong industrial history, and this is a chance to power the next generation of that industry.
Altra starts with the customer. We're already working with major energy users on how this energy will be used, so the investment and the jobs stay in the region.
We're mobilising now to move this into development, working closely with community and stakeholders in the Upper Spencer Gulf.
Quotes attributable to a Heron Energy spokesman
